Rather strange that UK gave ABBA no points as ABBA went on to be one of the most successful bands in the UK charts. And after a period of being "out" they are now deservedly revered again.

If there's any song like this at the next song contest the contest will be a blockbuster. Doesn't matter if this song is more than 30years old, 'waterloo' will ever be on top. Make a new single CD with it, it will be in top 10. Make a new single of any ABBA song it will be top 10 also. But Bjoern is right, no one will be able to perform like them. And so you'll never get permission to cover, only Madonna, but that's an other story.
