I think i cracked the name. It's "winking" to fall out boy.1. Name not related in any mean to the actual song.2. long title with brackets (that don't make sense even more).3. Cheer Up "Boys" - fall out "boys"?4. cheer up: FOB are emos and emos are known to be sad, so he's cheering them up.

I think it's a reference to guys who wear makeup(eyeliner) specifically emo guys. The makeup is running because they are cryin due to being emo. I think the title has little to do with the lyrics.
