The instrument pt.Jasraj is holding, is called a swarmandal (literally: temple of 'notes'). The swarmandal is used by some vocalists to emphasise particularly important notes in the raga that they are performing. The multitude of strings upon the instrument are tuned to the scale of the raga as such, and a vocalist may at any time, play articulate upon certain notes at any one time.
