The First Tsurugi was made as a joke with the makers. There was jokes that since Cloud had a huge sword that in the movie he would have many swords. Well the staff liked the idea and ran with it. The First Tsurugi was created. The Buster Sword is now resting were Zack was killed. And if you have ever played Crisis Core (I think?) Jack's teacher didn't want the Buster Sword to be damaged or rust. In the movie you see it rusting and damaged. Against what the first owner wanted the sword to become.

This. During the clips where you see Cloud use the Buster Sword (as well as lolwut Korean subs), are from the initial promotional videos Squeenix released prior to the movie's actual release. Then for some reason, they decided to change it to the First Tsurugi that we see the movie instead. Well, it is nice for a change, since the Buster Sword does nothing but be big and provides nice and clean slice and dice motions. Also, the movie obviously has cleaner and better animation sequences.
